The Transit Development Plan (TDP)
The Transit Development Plan (TDP) is a seven-year planning document for Spokane Transit that guides its operations and capital budgeting processes and future planning. The TDP is updated every year. A public hearing is held for community comment before it is adopted by the Spokane Transit Board of Directors.
This plan: 1) outlines STA’s goals, objectives, standards, capital improvement program, operating and financial programs; 2) provides a general direction for future delivery of public transportation; 3) assigns a general timeline for future improvements to the public transportation service; and 4) assigns general cost and revenue requirements for future improvements to the public transportation system.
The planning process is based on the development of a general plan, or overall vision, coming first (including the formation of capital budgets and the programming of priorities). Once this has been established and there is agreement on the general direction, scope, and timeframes in the seven-year document, the annual budget process follows. Any annual budget may financially constrain the achievements of parts of the TDP in any year. However, the overall plan keeps the priority focus on what the agency ultimately strives to accomplish. This plan remains a general, flexible, short-range, goal-oriented plan and is always subject to available funding. Approval of this plan does not constitute Board action to implement any individual project but does, however, create a document for staff to work from when outside funding opportunities arise. All projects in the TDP are subsequent to Board review, appropriation approval and procurement award.
