Section 5310 Program

Section 5310 Program Introduction:

Section 5310 is a federal grant program provided by the Federal Transit Administration (FTA) and is intended to improve mobility for seniors and individuals with disabilities by removing barriers to transportation service and expanding transportation mobility options. It supports transportation services by providing funding for both traditional (capital) and Other (operating) projects beyond what is currently provided in the community.

The Section 5310 grant program is open to private nonprofit organizations, states or local government authorities, and operators of public transportation. Typical projects include the purchase of accessible vehicles, mobility management programs, and operating support of volunteer driver programs or demand response services.

Funding Opportunities:

2024 Section 5310 Call for Projects

Information to follow.

Section 5310 funds are available for capital and operating expenses to support the provision of transportation services for seniors and individuals with disabilities. Eligible capital projects include the capital cost of contracting services, the purchase or acquisition of ADA vehicles, passenger amenities related to 5310 funded vehicles, and support for mobility management and coordination programs among public transportation providers and other human service agencies. Eligible operating projects include those that exceed the minimum ADA requirements, improve access to fixed route service and decrease reliance on ADA complementary paratransit service, and that provide alternatives to public transportation for seniors and individuals with disabilities. There are two categories of projects, “Traditional” and “Other” projects, explained below and in STA’s Program Management Plan (PMP). Eligible project(s) must be located in the Spokane Urbanized Area, https://www2.census.gov/geo/maps/dc10map/UAUC_RefMap/ua/ua83764_spokane_wa/DC10UA83764.pdf

Eligible project applicants can be either private, non-profit organizations, local governments, or other providers of public transportation* that provide transportation services for seniors and individuals with disabilities. Eligible applicants for the “Traditional” category must either be a private nonprofit organization or a local governmental authority that is approved by the state of Washington to coordinate services for seniors and individuals with disabilities. Eligible applicants to receive funding for the “Other” category include a local governmental authority or a private nonprofit organization. For project eligibility questions, submit questions to [email protected], or contact Madeline Arredondo, Associate Transit Planner, by phone at (509) 325-6059. Project application and materials, as well as information on the over Section 5310 program can be found on STA’s website: https://www.spokanetransit.com/section-5310-program/

*To be considered a provider of public transportation, an agency must provide “shared-ride” transportation, which means that it may transport two or more passengers in the same vehicle who are otherwise not travelling together (as opposed to exclusive-ride taxi services). Providers of public transportation can be either public or private agencies.

Details to follow.

These projects must comply with comprehensive land use and transportation planning in the area and must be consistent with the adopted programming of projects in the Transportation Improvement Program (TIP) prepared by Spokane Regional Transportation Council (SRTC). Projects that receive Section 5310 funding must be derived from the locally developed Spokane County Public Transit-Human Services Transportation Plan, also prepared by SRTC located here, https://www.srtc.org/human-services-transportation-plan/.
