Principal Transit Planner

Spokane Transit's Planning and Development department is searching for a Principal Transit Planner to perform one of two functions: Service Development or Grants and Planning Support.  In general, the Principal Transit Planner position leads and oversees core planning and development functions including a wide variety of professional and technical analysis, reporting and compliance activities, as well as stakeholder engagement and coordination.  The work requires a high degree of accuracy, interpersonal and communication skills and aptitude at learning, developing and applying policies.  In addition to supervision of assigned staff and functions, the position may directly manage high profile, significant agency initiatives and projects with or without consultants.

Grants and Planning Support:

  • Knowledgeable in effective service design principles
  • Able to work with various stakeholder groups to gather information for grants reporting
  • Proactive in gathering public input for service plans
  • Experienced at independently managing deadlines with long timeframes that span over years
  • Experienced in managing long-term projects
  • Excellent writer
  • Excellent communicator both written and verbally
  • Subject matter expert regarding Title VI regulations and well versed in engaging marginalized populations
  • Analytical
  • Inspirational leader with excellent team management skills
  • Comfortable with planning technologies
  • Comfortable with planning technologies
  • Able to create and evaluate transit performance reports
  • Experienced with grant writing and compliance for various state and federal programs

 

You Have:

  • Bachelor’s degree from an accredited college or university in transportation or urban planning, geography, business or public administration, engineering or related degree
  • Seven (7) years of progressive responsibility in Planning related work with three (3) years of transit related experience

  • Experience conducting bus route Service design and schedule changes with robust public input
  • Experience managing grant award sub-recipients
  • Broad range of transit experience and understanding of different scheduling techniques and considerations
  • SEPA & NEPA experience
  • Genuine interest in serving customer needs in part because you endeavor to use transit regularly
  • Experience analyzing Denographic data
  • Masters degree
  • Masters degree
