Job Summary

The Contract Compliance Specialist II works cross functionally with all areas to draft, negotiate, and manage contracts for Spokane Transit. The position requires an ability to translate varying business requirements into contractual language and compliance measures. The successful candidate possesses the interpersonal skills to collaborate agency-wide and to foster strong relationships required to resolve problems related to compliance with contracts and agreements.

Examples of Duties

• Coordinates, oversees, and acts as a liaison with all departments to facilitate the overall contracting process for STA from identification of business needs through drafting, review, negotiation, and execution
• Determines and/or recommends contract type, contract terms and conditions, including state and federal terms, public works requirements, and any other special requirements
• Provides guidance to STA regarding contract administration policies and procedures; and assists with resolving related issues and concerns
• Drafts new contracts, contract renewals, amendments, and terminations, and verifies compliance thereof with all applicable STA, state, and federal regulations
• Performs contract negotiations and required analyses in accordance with STA, state, and Federal requirements
• Drafts and maintains standardized templates for non-personnel contracts and related procurement documents for STA and ensures templates are up-to-date and reflect changes in STA, state, or federal requirements
• Recommends vendor, contractor and procurement insurance requirements and ensures STA’s insurance database is up to date. Works closely with STA’s insurance providers to ensure contracts meet minimum requirements
• Conducts conferences to discuss contractor performance. Ensures contractor compliance with prevailing wage laws and verifies that the prompt pay provision is met, bonding, insurance, contractor qualification, contract controls and agreements meet specific project requirements (e.g., public works construction project requirements)
• Prepares public notices, reports, correspondence to vendors/contractors and a variety of other documents as needed. Ensures compliance with public notice requirements for open bids and awarded contracts
• Provides expertise, training, and support to departments on best practices for contract management, documentation, and compliance
• Monitors and maintains contract history and tracks contract milestones and required actions. Assists STA staff with monitoring contract dates, ensuring compliance with terms and conditions, and implementing other recommended actions
• Creates and maintains STA’s contract files. Ensures all required documents, certifications, contracts, bonds, and insurance documentation are received, filed, properly executed and available for audit inspection. Provides key assistance to auditors for procurement and contract related compliance
• Assists the DBE Liaison in identifying Disadvantaged Business Enterprises (DBE), determining contracting opportunities for DBEs, and verifying that contractors follow through on DBE utilization commitments
• Keeps current with state and federal procurement and contracting regulations and other laws, rules, and regulations, as necessary.
• Assists the Senior Procurement Manager with developing and/or updating STA’s procurement policy and procedures. Assists internal partners with developing other policies and procedures that generate contracts/agreements needed for compliance
• Coordinates with external legal counsel on matters requiring interpretation of guidelines, laws, and regulations
• Works closely with Grants Administrator for compliance with grant funded procurements and/or sub-agreements

Education and Experience

Training and Experience
Bachelor’s Degree in business Administration, Accounting, or a related field, and at least five years of procurement and/or contract administration experience in the public sector environment; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job. Preferred emphasis or familiarity with transportation or government.

Physical Requirements
The physical activity of this position requires the ability to hear, see and talk. Ability to travel as needed; subject to standing, walking, bending, reaching, stooping, climbing stairs. Must be able to hear well enough, with or without correction, to receive and convey detailed information through verbal communication.

Computer Skills
Experience within the Microsoft environment, including Word, Excel, and Teams, and with an integrated business system preferred. Experience with SharePoint and DocuSign preferred.
