Spokane Transit Authority (STA) has identified a need to replace existing fuel tanks at the Valley (Fleck) Service Center with new tanks.  The current tanks, due to age, will be decommissioned and removed.  The new tanks will be smaller than the existing, and a new canopy will be constructed on site to keep elements off vehicles and staff while using the facility.

The work will occur entirely within the existing Valley (Fleck) Service Center located at 123 S. Bowdish Road, Spokane Valley, WA 99206.  Below is a preliminary site map of the Valley (Fleck) Service Center location outlined in yellow.

Map of Fleck site with a yellow dotted line surrounding the entire property.

STA has issued a SEPA (State Environmental Policy Act) Determination of Non-Significance (DNS) for the new tanks and associated canopy. You can view the SEPA checklist and DNS below.

In March 2022, the Washington State Legislature passed, and the Governor signed into law, a pair of bills known collectively as Move Ahead Washington. Among various changes to state transportation funding programs and policies, Move Ahead Washington creates the Transit Support Grant Program to provide direct funding for transit agencies for public transportation needs. To be eligible for this new funding program, agencies must implement a “zero-fare policy” for youth ages 18 and younger.

On April 21, 2022, the STA Board of Directors directed staff to begin drafting policy revisions, for further board consideration and action, related to revenue and fares that would allow STA to be eligible for the Washington State Transit Support Grant Program, and address relevant federal, state, and operational requirements. The proposed policy updated, as drafted by staff, would expand existing zero-fare for youth to include passholders between the ages 13 and 18 to ride at a zero-fare rate, subject to the continuation of the Transit Support Grant program. Please note that earlier this year, the STA Board of Directors updated policies, to go into effect in October 2022, to allow youth ages 6 and 12 a zero-fare with a qualified pass. Youth under the age of six ride free when accompanied by a fare-paying rider, a policy that has been in place for many years.

Notice is hereby given that the Spokane Transit Authority (STA) is issuing a Revised 2021 Section 5310 Call for Projects that will be funded primarily with Federal Section 5310 Enhanced Mobility for Seniors and Individuals with Disabilities Program funding. These projects are meant to provide transportation services targeted to benefit seniors and people with disabilities, when current public transportation service is insufficient, inappropriate, or unavailable to meet their transportation needs. Eligible organizations may submit applications for projects that are described below for funding.

This Revised 2021 Section 5310 Call for Projects will replace the previous Section 5310 Call for Projects announced on April 2, 2021.  All project applicants that have submitted applications must re-submit application(s) in order for their projects to be considered for funding recommendations. The application materials have been updated to include revised scoring criteria and an expedited timeline.

STA proposes to make approximately $683,500 available in the 2021 Section 5310 Call for Projects, including an estimated $658,828 in federal funds and approximately $24,672 in STA funds realized from the favorable variances of 2020 (actual) operating expenses and expenses over budget. All projects will be awarded Section 5310 funding without match requirements by the project applicants (100% federal share).

Please note that all funding awards will include federal funding and federal requirements apply. These funding awards are subject to approval by the STA Board of Directors.

Applicants are encouraged to identify scaled funding options in case insufficient funding is available to fund a project at the full requested amount. If an applicant indicates that a project is scalable, the applicant must provide an appropriate minimum funding amount that will fund an eligible project that achieves the objectives of the program and meets all relevant program requirements. The applicant must provide a clear explanation of how the project budget would be affected by a reduced award. STA may award a lesser amount regardless of whether a scalable option is provided.

Applications are due no later than 5:00 PM on Thursday, July 15, 2021. Applications received after this date will not be considered. Please submit the application and all required materials electronically to [email protected]. If you are submitting a hard copy of the application and required materials, it must be postmarked by July 15, 2021. Only electronic or mailed hard copy applications will be accepted.
