Originally adopted by the Board of Directors in 2010 and most recently updated in 2022, Connect Spokane serves as the agency’s goal and policy guide for the next 20 to 30 years. This update to the plan meets the policy requirement as defined in MI 3.1 Comprehensive Plan Amendments that states “Spokane Transit will review and update as appropriate the Comprehensive Plan for Public Transportation beginning no later than three years following the last major adoption and/or revision.”

STA has issued a SEPA (State Environmental Policy Act) Determination of Non-Significance (DNS) for the project. You can view the SEPA checklist and DNS below.

Comments and questions on the SEPA Checklist and DNS are due by October 5, 2024, at 5:00PM.

Notice is hereby given that the Spokane Transit Authority (STA) intends to submit an application for the 2025-2027 Green Transportation Grant program through the Washington State Department of Transportation to fund and procure up to five (5) electric non-revenue vehicles.

According to STA’s comprehensive plan, Connect Spokane, a public notice is required for grant applications less than $1 million dollars that is not contained in the board-approved Capital Improvement Program (CIP). While the 2025-2030 CIP calls for the replacement of non-revenue vehicles that have met their useful life, the differences in propulsion and quantity relative to what is called for in the CIP prompt STA to publish this notice of grant application.

STA plans to request $210,325 in grant funds and will contribute the required 20% local match of $52,580, derived from sales tax revenue, for a total project cost of $262,905. Please note that all funding awards are subject to legislative approval.

Applications for the 2025-2027 Green Transportation Grant are due no later than 3:00 PM on Thursday, September 12, 2024.

The Spokane Transit Board of Directors will hold a Public Hearing to receive testimony on the proposed Connect Spokane Phase 2 updates. The public hearing will take place on Thursday September 19, 2024, at 1:30 p.m., via Webex with a link provided online (to follow)

Members of the public may attend Spokane Transit Authority Board meetings in person or via the virtual option provided. Public comments will be accepted in person or virtually on the day of the meeting. Public comments may also be submitted in advance of the meeting through public comments and must be received by 4:00 p.m. on September 18, 2024.

Spokane Transit (STA) is updating seven of the elements, and proposing a new element to be added, to better define those elements in response to and support of the current strategic planning process.

The elements being updated, and what is being updated, are described briefly below:

  • High Performance Transit: Continued evolution of HPT map with new class/mode descriptions. Updated accompanying table to be consistent with class/modes and outputs from Connect 2035 network evaluation.
  • Paratransit: Minor updates to reflect current federal regulations.
  • Flexible Services: Updated with new shared mobility language to create framework for defining service attributes. Added criteria for identification and design of mobility on demand projects.
  • Transit Equity and Inclusion: Created new Element with goal, principles, and policies. Moved Title VI policies from Annex 2 into main body of comprehensive plan.
  • Communications and Public Input: Added public participation spectrum. Updated outreach tools. Updated "Public Input Categories" table.
  • Revenues and Fares: Four new policies addressing fare programs and rider contribution to service.
  • Regional Transportation and Land Use: Updated TOD and land acquisition policies to be more active and identify opportunities for STA to make resources available.
  • Sustainability: Minor updates to language and minor reorganization.
