2027-2032 Transit Development Plan

As a public transportation benefit area authority in Washington state, Spokane Transit Authority develops a yearly Transit Development Plan (TDP) for the following six years, detailing how we’re going to improve bus services and infrastructure.

For this year, we’re developing the plan which covers the years 2027-2032

This plan is shared annually with the Washington State Department of Transportation (WSDOT) as required by state law, contributing to their reports to our lawmakers.

But it’s not just a requirement; this plan is a key part of STA’s medium-term strategy to make public transportation in Spokane better for everyone.

May 27, 2026: Spokane Regional Transportation Council’s (SRTC) Transportation Technical Committee and Transportation Advisory Committee received an overview of the 2027-2032 Transit Development Plan, upcoming draft plan, and outreach.

May 26, 2026: The City’s Community Assembly: Pedestrian Transportation and Traffic Committee received an overview of the 2027-2032 Transit Development Plan, upcoming draft plan, and outreach.

May 21, 2026: STA presented on overview of the 2027-2032 TDP update at SRTC’s Transportation Open House.

May 21, 2026: The draft 2027-2032 Transit Development Plan was published for public comment.

May 20, 2026: The City of Spokane’s Transportation Commission received an overview of the 2027-2032 Transit Development Plan, upcoming draft plan, and outreach.

May 6, 2026: The Planning and Development Committee received a report on the proposed Service Improvement Program (SIP) and Capital Improvement Program (CIP)

April 16, 2026: The Board of Directors received information on the 2027-2032 Transit Development Plan Mid-range Tactical Framework.

April 2, 2026: The Planning and Development Committee received a report on:

  • Preliminary Revenue & Expenditure Forecast Assumptions
  • Mid-range Tactical Framework Updates

March 4, 2026: Planning and Development Committee met regarding draft mid-range tactical framework and proposed outreach plan.

February 4, 2026: Planning and Development Committee received an overview and timeline of the annual Transit Development Plan update.

Upcoming Events

June 3, 2026: The Planning and Development Committee will receive report on the draft 2027-2032 Transit Development Plan.

June 9, 2026: A hybrid public open house will be held at the Central Library to review the 2027-2032 Transit Development Plan.

June 10, 2026 (CAC): The Citizen Advisory Committee will receive report on the draft 2027-2032 Transit Development Plan.

June 11, 2026: The Spokane Regional Transportation Council’s (SRTC) Board of Directors will receive a presentation on the draft 2027-2032 Transit Development Plan.

June 11, 2026: A public open house will be held at the Spokane Valley Library to review the 2027-2032 Transit Development Plan.

June 18, 2026: The Board of Directors will hold a public hearing on the draft 2027-2032 Transit Development Plan.

July 1, 2026: The Planning and Development Committee takes action to recommend the 2027-2032 Transit Development Plan for Board adoption.

July 16, 2026: The Board of Directors will take action on the proposed adoption of the 2027-2032 Transit Development Plan.

Adoption Process

The process for adopting the Transit Development Plan includes setting its structure, engaging with stakeholders, assessing financial projections, examining service and infrastructure proposals, and ultimately, presenting the final plan for board approval in July.

Conduct an overview of the TDP process and requirements

March

  • Prepare Mid-range Tactical Framework
  • Confirm stakeholder outreach approach

April

  • Produce a Final Recommendation on the Mid-range Tactical Framework
  • Conduct Revenue/Expenditure Forecast Assumptions

May

  • Review the Proposed Service Improvement Program and
    Capital Improvement Program
  • Review the Forecast Scenario

June

  • Present a draft plan
  • Receive an update on the Revenue/Expenditure Forecast

July

The Planning and Development Committee makes a recommendation to the board on a final plan
